Which of the following most accurately describes the problem?

TRUCK-MOUNTED forklift manufacturer Moffett is moving its Dutch production operations to Ireland, leaving the Netherlands site to handle aftersales.

UK managing director Nigel Brook and his counterpart in Holland insist rumours that the company will close down its Dutch factory are untrue; instead it will become a"centre of excellence". Currently the Netherlands site is used for production of Moffett equipment; it also has sales offices and a customer support arm.

"Effectively,we're moving some assembly from Holland to Ireland," Brook explains. -Our facility in Holland will still be a part of our operation a centre of excellence... we have an exceptionally dominant, 80% market share."
