Which of the following most accurately describes the problem?

AN OWNER-DRIVER whose nearly new vehicle attracted three GV9s had his licence curtailed by the South Wales LA, Mr R. R. Jackson, last week.

The operator, Mr Idris Jones of Blackwood, said he was using the vehicle for quarry work and that the prohibition had been issued when the fitter who was maintaining the vehicle had been taken to hospital. He added that within a day or two of the GV9 being issued he had employed another fitter on a full-time basis.

The LA also refused an application to add two more vehicles until a fleet inspection had been carried out.
