Which of the following most accurately describes the problem?

• The "Annual Bulletin of Transport Statistics for Europe" just published by the United Nations (price $11S 4.50 or equivalent in other currencies) provides basic data on transport and related trends in European countries and the United States of America. The tables given cover broadly the fields of equipment, infrastructure and performance for road, rail and waterway transport.

The Bulletin says that in many countries in both Western and Eastern Europe, governments have controlled the expansion of road vehicle fleets, There has been little relationship between changes in national output and changes in the number of lorries.

A change to larger goods vehicles to take advantage of scale economies is noted with the proviso that many governments define Construction and Use Regulations in order to resist pressures to increase the maximum permissible size of vehicles, in deference to the environmental lobby.
