niunication with local authorities regarding the proposal, approved by the London Traffic Advisory Committee, for a new Victoria Dock Road. The Victoria Docks are wbolly situated in the County Borough of West Ham, and the major portion of the work will lie in that area, though some portion will lie in the London County Council area. The proposed improvement is obviously, however, not one of merely local interest, but one of great value to the whole trade of London, and is, indeed, of national importance. The Minister is accordingly prepared to make a substantial contribution from the Road Fund towards its execution and to allow a grant of 75 per cent towards its approved cost, provided that the remaining 25 per cent, of the cost is contributed by the major local authorities in the London traffic area. The cost of the work is estimated at £2,518,000, to which the Road Fund would contribute £1,888,000 on the basis of a 75 per cent, grant, leaving £630,000 to be provided by the local authorities. The Minister has formulated proposals for what he considers to be an equitable distribution of this sum amongst the various road authorities concerned. • In making the apportionment the Minister has had regard both ta the approximate assessable value of the various authorities within the area and to the degree of benefit likely to be derived by their ratepayers from the improvement. With the greatest diligence the scheme is likely to fake at least four years to complete, and it is suggested that the contributions to be made by the seyeral authorities might be spread over the constructional period. The Minister would, however, be prepared favourably to consider the insertion of a clause in the Bill enabling the authorities concerned to raise loans to meet their liabilities as they become due, the period of repayment of the loans being spread oyer a longer term of years than that covered by the actual operations in connection with the construe. lion of the new thoroughfare.

The following are the suggested contributions by local authorities within the London traffic area, to provide the sum of £630,000 :—London County Council and City of London, £485,000; Middlesex County Council, /50,000; Essex County Council. £27,000; West Ham County Borough Council, £20,000; Surrey County Council, £20,000; Kent County Council, 110,000; Herts County Council, £6,500; East Ham County Borough Council, £5,000 • Croydon County Borough Council, £4,000; Bucks County Council, £2,500.
