Which of the following most accurately describes the problem?

Consideration of disciplinary action against the licence held hy Liverpool Waste Services has been adjourned pending the results clan investigation into the use of false Operator's Licence discs.

The company was called before North Western Traffic Commissioner Beverley Bell at a St Helens disciplinary inquiry. Vehicle examiner Peter Turner told the TC that last March he had imposed immediate prohibitions showing a significant maintenance failure on two vehicles which were not specified on the company's licence.

He had been told that the company had only just purchased those vehicles. They were displaying blue discs that quoted the company's 0-licence number and stated that an 0-licence had been applied for.

Bell said that the inspection records showed one of those vehicles had been inspected five weeks previously and the other 10 days previously. She considered that the discs had been used with intent to deceive.

Director John Corish said that the vehicles had been acquired at the beginning of February for a particular job. There was a one-vehicle margin on the licence and one vehicle was off the road having its engine rebuilt. He could only apologise for not specifying the vehicles on the 0-licence straightaway.

He said he never previously seen the blue licence discs which had been produced by the vehicle examiner. He had not been shown them by the VI, nor had he been asked about them. The writing on the discs appeared to be that of Gary Hobin, who worked in the company's office.

David Chant, appearing for Liverpool Waste Services, told Bell that the vehicles had been registered in the name of City Centre Containers, a dormant company, since February 2001. Corish wanted to amalgamate the two companies.

Questioned by Bell, Corish said that he was the company secretary of another dormant company, Walton Skip Hire, and his wife was the a director of that company.

Adjourning the proceedings, the TC SE there were a number of questions if needed answers. Bell required:

• A traffic examiner to take a stateme from Gary Hobin, including specimens his handwriting; • Company searches on City Cent Containers and Walton Skip Hire; • Copies of the insurance documents al hire-purchase agreements relating to the specified vehicles.
