Which of the following most accurately describes the problem?

Janus has peculiar ideas about the environment. In his comments on my letter (CM January 17) he seems to say that street furniture is not part of the environment and he disregards damage thereto. Moreover much of the damage done to the environment by lorries cannot readily be photographed — noise, vibration, exhaust pollution, disturbance, pressure for road widening and new roads which are themselves damaging.

Let me give an illustration of one of these. It is not a photograph. It is a quotation from the Department of the Environment's Noise Advisory Council report Noise in the Next Ten Years (HMSO 1974):
