Which of the following most accurately describes the problem?

THE West Yorkshire Passenger Transport Executive and the National Bus Company are negotiating to jointly form a management company whose functions willinclude the integration of the bus services in the county provided by the companies and the PTE.

The concept of a management company was pro posed by the Executive after NBC had declined to enter into negotiations involving the outright purchase of its subsidiary companies in West Yorkshire, namely; Yorkshire Woollen District, West Riding Automobile, West Yorkshire Road Car, and a small part of the Yorkshire Traction cornpany.

Mr Tom Lord, directorgenera I of the PTE, said: "lam

very happy that negotiations are taking place between the Executive and the NBC towards the formation of this joint company, and I Confidently expect these to be successfully concluded.

"This is a vital step forward in providing an efficient and effective public transport system here in West Yorkshire, and I am sure it will be to the lasting benefit of our customers, the tra public, and to the adv. of both the Executiv NBC."

The joint company, i. visaged, would ente

management agree with the NBC subsil thereby enabling PTA p on such matters as le' service and standard of fare scales to be tacl, a county wide basis.
