Which of the following most accurately describes the problem?

A BIG JUMP in the amount of heavy goods traffic on Britain's roads has been recorded by the Department of Transport, reinforcing a view that the transport recession is over.

In the 12 months to the end of October heavy goods traffic jumped by seven per cent over the previous year.

But light van traffic was only up two per cent against an overall increase of three per cent.

The Department said that over the past five years motor traffic had increased on average by three per cent a year. The trends during the past 12 months have been consistent with this.
