Which of the following most accurately describes the problem?

THE period up to 1981 is likely to see considerable changes in bus services in Liverpool. Express buses are likely to be introduced on the primary roads leading to the city centre and, when the need arises, local services could be arranged to carry passengers to the rail stations and district centres.

This was stated in an important section dealing with transport in the Liverpool City Centre Plan, which will come before the City Council in January. The planning report, approved at a meeting of the planning committee on December 13, would cost £24.9 m. in the first five years and the total cost would be £66 m.

The co-ordination of all forms of passenger transport that is so essential would be best achieved by a unified transport authority, states the report. The use being made of each of the elements of the city's transport system should be thoroughly examined with a view to getting the greatest benefit from each.
