All the vehicles affected by the offences were based in the South Wales area where originally the licence had covered 540 vehicles and 787 trailers but, following a public inquiry in April 1971 relating to drivers' hours offences, the licence was curtailed to 455 vehicles and 731 trailers.

The LA said that in August 1972 he had sent a warning letter to the company following the issue of eight prohibition notices. He agreed that the system appeared to have been efficient; it had broken down because there was no company engineer or assistant engineer.
