Which of the following most accurately describes the problem?

• The current start-of-season spate of football hooliganism, which is costing British Rail so dear, seems to be having little effect on coach operators. Inquiries by CM this week revealed that many operators have stopped carrying this traffic during the past few seasons. And many of those who do carry fans seem to accept a certain level of damage to their vehicles. By restricting trips to specific clubs blame is more easily attributable and compensation forthcoming.

A spokesman for the Passenger Vehicle Operators' Association said that PVOA had met the Association of Chief Constables for England and Wales. The police had made a number of suggestions which were being acted upon. In the meantime the Association was "watching the situation very carefully".
