Which of the following most accurately describes the problem?

LITTLE new information was given at last week's meeting of organizations interested in dock delays, called on the initiative of the Road Haulage Assq.ciation, and responsibility for taking action to improve conditions in the ports was placed on shippers and traders.

The conference, presided over by Mr. James Barrie, national chairman of the Road Haulage Association, decided to ask the national Ports Efficiency Committee, • set up by the Government in 1952, and the Central Port Users' Committee, to deal with the problem of delays in loading and unloading goods vehicles.

The Central Port Users' Committee consists of representatives of industry and shipping. It has as off-shoots local Port Users' •Committees, which are known to exist but do not seem to be particularly active.

It is hoped that the local Port Operations Panels. Port Users' Committees and other local bodies responsible for improving port organization will, as a result or last week's conference, take

A32 more active measures to deal with the problem.

Members of the Road Haulage Association, who, strangely enough, are not represented on the Central Port Users' Committee, arc being advised to take up their difficulties directly with the local users' committees and port authorities, in conjunction with the local associations of traders and manufacturers.

Another meeting will be called to receive a report on progress. The following were represented at last week's conference, which expressed grave concern at the loss of time and money caused by delays to vehicles:—

Chamber of Shipping, Institute of Shipping and Forwarding Agents, Association of Public Wharfingers, Federation of London Public Wharfingers, Dock and Harbour Authorities Association, British Transport Commission, Federation of British Industries, Association of British Chambers of Commerce. National Union of Manufacturers, Traders Road Transport Association, National Association of Port Employers, Liverpool Steam Ship Owners' Association, Society of Motor Manufacturers and Traders, Timber Trade Federation, General Electric Co., Ltd., British Association of Overseas Furniture Removers, London Chamber or Commerce and Road Haulage Association,
