Tom Macartney, the Traffic Commissioner for the North-Eastern area, warned operators attending the Wakefield seminar of the dangers of buying and selling 0-licences from and to third parties advertising these services in the trade press.

"This isn't just a small enterprise, there are millions of pounds of profit being made by the people involved." Macartney told operators attending the ATS Euromaster-sponsored event.

-I'm aware of firms selling their margin to others and should warn you it is an illegal business. One operator brought to my attention paid £14,000 for a licence for four years, completely unaware they were doing anything wrong. If the same operator had made an 0-licence application in the conventional way, they would have paid £745 for a five-year licence."

Macartney also warned operators of the dangers of employing acting transport managers: "There are some genuine cases of acting transport managers in a professional role," he said, but there are too many shocking examples of negligence coming to my attention where there is an issue or accident occurring at a company."
