Which of the following most accurately describes the problem?

EIGHT independent part-time advisers are to assist in the management of the Transport and Road Research Laboratory.

They will ensure that the Laboratory's research and development programme is orientated towards the need of the British transport industry, and particular emphasis will be placed on the need for collaboration between the TRRL and commercial organisations as well as with public authorities.

Each of the four TRRL departmental heads is to be assisted by two advisors — to be known as "visitors". One will be from the academic side while the other will be from industry and consultancy.

The Vehicle Engineering Systems Assessment department will have Professor F. J. Wallace of the University of Bath as the research visitor and Bob Fryars, who retired recently as technical director of Leyland Vehicles, will be the industrial visitor. EDWARD PERCIVAL has retired as head of division for P&O European Transport Services, and has been replaced by managing director Geoff Whitehead.

Mr Whitehead was made managing director earlier this year, and is based at Altrirrcham, in Cheshire. The group's subsidiaries include Ferrymasters, Pandoro, P&O Roadways, P&O Roadtanks, and Northern Ireland Trailers (Scotland).
