In ptember 1988 Daniels and G Tarrant, said to be his isin, submitted a partnership )1iCation in the name of Canrra Freight Services. Daniels , not declare that he already held a licence. Tarrant told police that he and Daniels had been directors of Canberra Freight Services and that that company had folded.

In March 1988 a vehicle specified on Daniels' licence, and driven by Tarrant, was stopped near Bristoj. The vehicle was using rebated fuel It was confiscated and a E600 levy imposed. That was paid by Tarrant and the vehicle was returned to him as owner. According to the DVLC, the keeper of the vehicle was Canberra Freight Services. It was last taxed between August 1988 and January 1989 at the private light goods rate.

Ashford said his information was that Daniels was no longer associated with Canberra Freight Services. It seemed, however, that Tarrant was pursuing a new application, still trading as Canberra Freight Services. One of the vehicles applied for was still specified on Daniels' licence.

The licensing system depended upon trust and honesty, said the LA. Daniels had abused the system and demonstrated that he had no regard for the law.
