Which of the following most accurately describes the problem?

EAST SUSSEX County Council's campaign to catch overloaded lorries has been strengthened by the opening of an inland dynamic weighbridge on the outskirts of Lewes.

Office of Fair Trading director-general Sir Gordon Borrie has officially opened the weighbridge near the A26/A27 at Beddingham, to catch traffic running to and from Newhaven.

This £28,000 weighbridge, financed jointly by the county council and the Department of Transport, is additional to one already operated on council premises at Uckfield.
