Which of the following most accurately describes the problem?

As reported in CM last week, new arrangements for the operation of occasional coach and bus services between member states of the European Community and Finland, Norway, Sweden and Turkey are due to take affect tomorrow (July 1).

An agreement between the countries involved has resulted in the introduction of a new style passenger waybill for such services. It also introduces an entryunladen and return-laden facility. This is in addition to the normal closed door and entryladen/return-unladen facility allowed, without specific authorisation, from the countries involved.

The agreement stipulates that all passengers must be picked up at the same place and time. The passengers must be in groups, formed before their entry to the country of origin. The alternatives are that they have previously been carried to that country by the same carrier or have been invited to a third country. In the latter case the cost of travel is borne by the person issuing the invitation to travel.

New style waybills and a 'model control document', consisting of a set of translations of the instruction sheets, from the new waybill book, are available from the Bus and Coach Council. Books of 25 duplicate waybills will cost E4 plus VAT.

From July 1 waybills will not be available from Traffic Area offices. Operators will be able to use the old style waybill on a transitional basis until November 30, 1985. The new Waybill will also apply to Spain from November 1.
