The SETPOS (Secured European Truck Parking Operational Services) project started with two MEPs on the EU's Transport and Tourism Committee, Anne Jensen from Denmark and Corien Wortmann-Kcol from Holland. They were the driving forces behind a 2008 scheme that secured €5.2m (£4.5m) of European Commission funding to finance a pilot project. The aim was to build five flagship truckstops across Europe two in Germany and one each in the UK, France and Belgium.

The second phase has been to develop a blue-flag scheme called Label with a further €2.7m (£2.3m) of EC funding. Its aim is to create 80 approved truckstops across the EU by 2010. Sites that apply for accreditation must fulfil certain standards in comfort and dignity: safety; security; services; and food and shopping.
