Which of the following most accurately describes the problem?

Although the L.M.S. Railway Co. was stated to have only horse-drawn vehicles in the district, the company objected to an application by Messrs. A. and J. Bremner, hauliers, of Dunblane, for an additional vehicle. In evidence before Mr. H. Riches, Northern Scotland Licensing Authority, Mr. J. Bremner said that, during the past 18 months, his firm had been the only A-licensees in the district.

Renewing the existing licence without modification, Mr. Riches suggested that the applicants might have a sound case for increased tonnage if they took legal advice and had the facts marshalled.
