Which of the following most accurately describes the problem?

Britain's first " autostrada ." for the 'exclusive use of motor traffic is projected by Lanes County Council. The proposed new road would run from the northern county boundary, near Garstang, to the southern boundary, where it would cross the Manchester Ship Canal by either a bridge or a tunnel in the vicinity of Warburton Bridge.

A new road of the type in mind • would, it is stated, not be higher in cost than the improvement of existing • highways to meet the Minister of Transport's requirements.

Although the county council, in submitting the plan to the Mniister, expects him to reply that he has no power to participate in the construction of highways limited to a particular class of traffic, it is strongly convinced that a policy of segregating motor traffic is in the interests of highway users generally. The council feels that it is its duty to place the proposal before the Minister„, in the hope that any necessary legislation might be initiated,.
