Which of the following most accurately describes the problem?

• Rainbow Bus Company is ceasing operation of all services on Saturday 4 August. It was set up in 1989 by Stuart Scott, a former employee of Devon General, and is based in Honiton, Devon, running both local services and one in competition with Devon General.

Scott says: "Although our services have attracted some passenger interest, the comprehensive, high-frequency, service of the Devon General network in Exeter is simply too good for Rainbow to succeed in competition against — I shall steer clear of buses in the future."

Rainbow has 11 Freight Rover 16/20 seat minibuses and 10 drivers. Scott says that he is trying to find jobs for the staff, adding that recruitment was not easy when he started up, particularly with Devon General close by.

Devon General is stepping in with four extra services which will operate from 6 August to cater for passengers who used Rainbow Bus routes.
