Which of the following most accurately describes the problem?

Transport & Storage has been granted a standard international operating licence for 10 vehicles and 10 trailers by the Transport Regulation Unit (TRU) of the Department of the Environment (DOE).

The firm is run by David James Zwecker, who previously worked as operations director at failed transport company Noel Zwecker International Transport (which was run by his father). Both firms' operating centres were at the same address in Killylea, Co. Armagh.

James Zwecker was incorporated in January 2012, two months before Noel Zwecker went into liquidation. David, who runs the firm with two sisters, has indicated that his father is retired and plays no part in the business. A DOE spokesman said there had been no objections to the licence application and that James Zwecker had satisfied the criteria required for the licence, including those relating to good repute, professional competence and financial standing.
