Which of the following most accurately describes the problem?

DRINK DRIVING CRUSADE • Transport Secretary John Moore plans to double the 21million-a-year advertising campaign against drink-driving by scrapping all other national road safety poster campaigns.

Moore wants to launch three national anti-drink-driving crusades, over Whitsun and after the August bank holiday weekend as well as during Christmas and the New Year.

To pay for this the Department of Transport will have to drop national poster, TV and press advertising on child seat belts, motorcycle and pedestrian safety and the November warnings of treacherous roads caused by frost and fog.
