Which of the following most accurately describes the problem?

• In a written decision. the Minister of Transport has dismissed appeals by the British Railways Board and the Yorkshire-Torbay Pool operators.

The Yorkshire-Torbay Pool's applications were for an all-the-year-round express service from Keighley to Cheltenham providing for one journey each way daily, with an additional journey in each direction at weekends from Whitsun to the end of September: for an express service from Keighley to Paignton providing for two journeys in each direction at weekends from May to September inclusive: and for feeder services. from Leeds and Halifax respectively, connecting with these services at Wakefield.

The Commissioners granted the applications with limitations and with the proviso that three existing licences would be surrendered.

The appeal by the BR Board was against the Commissioners' grant and that by the Pool against the limitations imposed.
