Which of the following most accurately describes the problem?

• Yesterday (Thursday) in Brussels, the EEC Council of Ministers was due to hear Britain's arguments for an increase on the 99 multilateral community haulage permits which it was granted last year (CM December 22).

Strong opposition was expected from French representatives who are still looking for a more co-operative UK attitude on the lorry weights issue. France is still seeking an 11-tonne axle weight and a 40-tonne gross weight, but this subject was not listed for discussion at yesterday's meeting.
