Which of the following most accurately describes the problem?

NATIONAL Bus's first self-help rural minibus service in Norfolk is now covering its costs, but the Ford Transit used on it is giving cause for anxiety.

NBC deputy chairman Robert Brook said last week: "We are finding that minibuses are insufficiently robust. We will have to talk with the county councils involved in these schemes about the type of bus."

The original service, organised by Eastern Counties and Norfolk County Council, is now viable. NBC's other community buses at Cuckmere, East Sussex (Southdown), Clwyd (Crosville), and Lilbourne (Midland Red) still attract some local authority support.

A fifth service, at Aldeborough also in Norfolk, is due to start soon.

Mr Brook said last week that staffing has been inconsistent. The Norfolk scheme has been well staffed by retired people in the area, but Clwyd, on the other hand, has few retired residents.
