OSTENSIBLY a simple case concerning the V./renewal of A licences, the hearing of an application by a Scottish haulier, has now occupied 17 days and is still unfinished It has thereby established itself as a first-class public scandal and a reproach to the licensing system.

This extravagant delay" has been caused solely by railway opposition. Allegations have been made concerning the credibility of the applicant as a witness, but the railways have not thought fit to substantiate them. The applicant has been held up to odium and has been put to endless expense. Yet he has no redress. Statistics. contained in the Second Annual Report of the Licensing Authorities support our complaint concerning railway objections. They represent a strong case for the. review .the licensing system by a Royal Commission, and its drastic. revision to. eliminate the flagrant abuses to which it is at present. subject.
