The Finance Committee of the London County Council .has .now reported on an application the'Hackney !Borough Council for sanction to' the .borrowing of £40,830. in' respect' of the prisvision of plant for the collection and handling ef. house refuse. The amount covers £19,600 for motor vehicles, £3,300 for charging plant, £11,300 for garage accommodation. £6,000 for refuse handling plant., and £530 for clinker loader. On February 17th, 1920, the council sanctioned the borrowing by the borough council of £7,300 for the purchase of four motor vehicles for the collection of house refuse, with shelter and charging plant for the same. The borough council has now decided, from the experience gained with the existing motor vehicles' to undertake the collection of house refuse from the whole of the borough by means

e24 of mechanically propelled vehicles and the direct employment of labour instead of by contract as at present. From the results given by the experimental scheme it is anticipated that a considerable saving will be leffected by the proposed method of collection, the revised estimate giving a saving of about 10.9d. a ton or £1,942 a year. The 24 motor vehicles will be electrically driven and will be of 3-ton capgcity, costing £800 each (comparing with £1,364 each for similar vehicles covered by the loan sanction of February, 1920), and a sum of £400 is included for " improvement" of the existing vehicles. The estimates of cost of the vehicles are considered reasonable.

As.regards.garage accommodation, the proposed buildings will be erected on a site in Mii!fields Road, already in the

possession of the borough council. Accommodation will be provided for 2$ yehides, workshop, charging plant, office, stores, and sanitary accommodation, the amount of £11,300 including £9,77a for substantial buildings and £1,528 for yard paving, gates and crossing and crane. The committee has been hi communication with the borough council as to the estimated saving, which is not a vely large one, having regard to the magnitude of the scheme' and the amount required to be. borrowed. The borough council disagrees with this view, and points out that ample margin has been made fur unforeseen contingencies and that, had not such been the case, a far greater saving woulld have been showo.

in all the circumstances, the committee recommends sanction to the borrowing of the sum of £40,830.
