Which of the following most accurately describes the problem?

THE responsibilities of the existing institutions for raising standards in the engineering• profession ,must not be transferred to a national engineering authority. Gordon Dawson, president of the Institution of Mechanical Engineers, will, I am sure, be supported in this view by members of the Institute of Road Transport Engineers.

The formation of such an authority is suggested in the Finniston report on the engineering profession to increase the effectiveness of the institutions' policies and actions. Gordon Dawson would find it completely unacceptable.

For myself, I thought we had already had the last quango in Britain as well as in Paris.
