Which of the following most accurately describes the problem?

THE GOVERNMENT is contemplating a change in the qualifications for drivers of vehicles with over 17 seats not carrying passengers for hire and reward.

This emerged in the Commons last week, when Transport Under Secretary John Horam noted that interested parties had been consulted about whether special qualifications should be required for these drivers.

Mr Horam said that his Department took a close interest in all road safety matters, including those relating to coaches, and proposed to examine very carefully the requirements for all coaches when implementing EEC directive 77/143 about roadworthiness tests for motor vehicles and their trailers.
