Which of the following most accurately describes the problem?

• Leeds City Council hopes to prevent the establishment of a Passenger Transport Authority in the Leeds area, it was revealed by Cllr. D. A. Wolstenholme, chairman of the council's transport and trading services, last week.

A positive step in this direction was the agreement reached for the sale to the council of the stage carriage businesses operated by the Parsley Omnibus Co. Ltd. and the Kippax and District Motor Co. Ltd., already reported in COMMERCIAL MOTOR.

In a statement announcing the agreement, Cllr. Wolstenholme reported that the transfer to the THC of the West Riding Automobile Co. Ltd. had now been completed, together with the acquisition by West Yorkshire Road Car Co. Ltd. of the services of the executors of S. Ledgard. The council had purchased some of these services from West Riding.

Now the THC was seeking acquisition of the BET companies operating in the Leeds area. When all these transactions were completed there would be only two operators of stage carriage services in the Greater Leeds area, namely the THC or one of its subsidiaries and the Leeds City Council.

Cllr. Wolstenholme's statement continued: "It is hoped that in due course discussions which are at present taking place between the THC and the council will result in the coordination and rationalization of services within the Greater Leeds area which will not only result in better services to the public but will also show substantial operating economies.

"I do not consider that the Leeds area is similar to the other conurbations in the country where the Minister of Transport has announced that PTAs will be established. The West Yorkshire area consists of a number of defined separate towns each with their own sphere of influence, whereas the other areas which the Minister is considering appear to have a multiplicity of transport operators working in a continuously built-up urban area."

Cllr. Wolstenholme told the Press that he wished to stress that the acquisitions were of a purely commercial nature. The agreements had been reached "after proper bargaining and negotiation as between willing buyer and willing seller".

The services involved are between Leeds and Kippax via Garforth, between Leeds and Ledston Luck, and between Horsforth and Parsley. Subject to approval by the Traffic Commissioners, Leeds City Transport hopes to be operating the services by the end of March.
