We have a fitter who test drives our vehicles after repairs/maintenance and also takes them to the test station for their MoTs Would he be subject to the EU drivers' hours' rules?

It the fitter (not the driver) is road testing the vehicle after repairs/maintenance, then he will be exempt from EU rules while testing, but if the vehicle is being driven to and from the test station, then this does come under the E1.1 rules.
