Which of the following most accurately describes the problem?

REVIVAL of local transport groups, based on groupings of factories, in which management and employees get together with London Transport to improve travelling conditions in their areas, is one of the schemes now progressing, the Transport Co-ordinating Council was told on Wednesday. This was the third full meeting of the council and Mrs. Castle took the chair.

Other progress reports dealt with traffic management improvements at Marble Arch to give priority to LTB's Red Arrow buses and the establishment of joint planning for London roads in the post-1970 era. Members told of intensive planning of schemes for passenger interchange, and for streamlining freight carriage and handling in congested parts of the city.
