Which of the following most accurately describes the problem?

• Last week's decision to clear the Aberfan tips will entail the mounting of a massive tipping operation. An estimated 2',-rn tons of material has to be moved, involving hundreds of tipping vehicles and a vast amount of loading equipment.

One of the obstacles to an early removal has been doubt as to the availability of tipping facilities within easy and economic reach of Aberfan. Now it is understood that a suitable discharge point is available in the nearby mountains.

Ryan Industrial Fuels Ltd., of Cardiff has been assisting the National Coal Board, and others concerned with the removal, in measuring the extent of the work involved. The operation, likely to begin at the end of August, is expected to last for several months.
