Which of the following most accurately describes the problem?

ANEW scale obi haulage rates fixed by the Scottish Milk Marketing Board, to apply as from the beginning of October, should effect a saving for the 5,000 producers from the Board for their milk. For some producers, the saving will amount to id. per gallon, and for others -ea-d.

The system of milk pooling provides for an average monthly price for all wholesale supplies, plus graded bonuses, but less haulage charges. These haulage charges, up till now, have ranged from id. to I id. per gallon.

The rates from farm to haulags centre are known as the standard haulage rates. Where milk is hauled a lesser distance, there is a saving to th: Board, or vice versa. But on balanc( the Board is able, each year, to show a considerable surplus on the haulao fund, amounting in last year's account: to £155,000. That surplus, of course reverts to the pool for distribution t( producers.

The scale of rates that will be super ceded at the end of this month wa stepped up as follow:—Up to 5 miles id, per gallon; 5-10 miles, id.; 10-3 id,; 30-40 miles, lid.; over 4 miles, lid.

The new scale provides for a mot elaborate graduation. It starts at TV up to five miles, ficl, up to 10 mile: and then ascends by units of 10 mil( up to 50. All distances beyond E miles are rated at 23-16d. per mile. Tt general effect is to save -,16d. per mil but as there are new graduations b tween 10 and 20 miles, and aga. between 40 and 50 miles, produce whose farms fall within these specify distances will again double, and ths saving will be id. per gallon.

This means that the deductions mai in respect of haulage from the month cheques to wholesale producers will less by these amounts per gallon supplies.
