Which of the following most accurately describes the problem?

THE Traders Road Transport AssociaI tion is to urge the Ministry of Transport to allow its examiners to test vehicles on traders' own premises where possible, when the annual testing scheme for " heavies " comes into operation. The Association has had a very strong response from members who were asked if they were prepared to provide facilities for this to be done on their own premises. The need to have testing done outside vehicle working hours has no doubt encouraged members to give their support, and operators of no fewer than 30.000 vehicles are prepared to co-operate in "home" testing.
