Which of the following most accurately describes the problem?

We are glad to observe the growing tendency on the part of Municipalities to take into account the changed conditions of modern traffic. Owners of estates on the boundaries of large towns are seldom prepared, of their own volition, to giv; the land which is required for any comprehensive scheme of town planning, but there are evidently exceptions in the neighbourhood of Liverpool, where the City Engineer, Mr. John A. Brodie, and the comtnittecs which have had the matter under consideration, are to be heartily congratulated upon the clauses of the Liverpool Corporation's Streets and Buildings Bill, i9o8, which is now due to come into force at an early date. The benefits, we venture to assert, will not be all on one side, for the ground landlord should gain by the existence of broad thoroughfares which bear their proper relation to the older parts of the neighbouring city of Liverpool. It is a great point, in Liverpool's new powers, that there is no occasion for reference to the Local Government Board, and that local knowledge will prevail.

London s Motorcabs.

We are happy to be able to publish a further list of figures, in the nature of an analysis, with regard to London's motorcabs. The figures which are contained in columns two and three of the accompanying table have already appeared in this journal, but the fourth and last column has only just been rendered available to us by New Scotland Yard. Mr. Gladstone has stated that there were 2,273 licenses la force on the pat September last ; there have lapsed, therefore, during the six months then ended, i39 such licenses. We note a tctal of 5,235 foreign-built cabs, against 219 British, for the last-named period.
