Which of the following most accurately describes the problem?

A STRONG Road Haulage Disposals Board headed by a distinguished lawyer, Sir Malcolm Trustrain Eve, Q.C., was announced last week by the Minister of Transport. Its deputy chairman, Mr. F. J. Orchin, and members are all well known to road transport operators and are men of proved capability in the operating and manufacturing sides of the industry.

Mr. Orchin will be remembered as a one-time Under-Secretary of the Ministry of Transport and later as chief financial officer of the Road Haulage Executive, a position which he held during the most difficult formative days of nationalized road transport.

Lord Rusholme, as a member of the British Transport Commission, needs no introduction, neither does Mr. W. Gordon Graham, former managing director of Morris-Commercial Cars, Ltd. Mr. J. W. Greenwood is well qualified to represent C licensees, for he was formerly transport manager of Thos. Firth and John Brown, Ltd.

The appointment of Mr. R. EL Farmer as the representative of A and B licence holders is eminently satisfactory to the road haulage industry. He was one of two nominees by the Road Haulage Association.

Mr. James Barrie, who was the other nominee, has unfortunately been the subject of acrimonious debate in Parliament because of his connection with Transport Unit Finance. Ltd., the company created to provide capital for the purchase of transport units, and his appointment to the Board would have been impolitic. Even Mr. Farmer did not escape discussion in the House of Commons last Friday, when the appointments were debated. He was, however, used merely as a whipping boy for the Government and the objections to his appointment had no substance.
