Which of the following most accurately describes the problem?

• The government's legislation reforming Britain's driving licence laws and authorising the introduction of automatic computer guidance systems for vehicles was forced to a standstill in the House of Commons this week.

Late on Monday, government whips adjourned discussion on the Road Traffic (driver licences and information systems) Bill after Labour MPs launched delay tactics. After 30 minutes a vote was called and the adjournment carried by 128 to 46.
