Which of the following most accurately describes the problem?

AFTER an inquiry had been held to consider objections raised by Manchester and Oldham Corporations, the Stalybridge, Hyde, Mossley and Dunkinfield Transport and Electricity Board, and the North Western Road Car Co. Ltd.. to the proposed charge of 30. per departure from the Central Bus Station at Warrington Street, Ashtonunder-Lyne, the Minister of Transport has decided that the charge will be 20. per departure.

The objectors represented about 25 per cent of the present usage of the bus station. One of the arguments advanced by the objectors was that the bus station had been too liberally planned and that its area should be reckoned as reduced by 25 per rent for the purpose of the present charge. The Minister's inspector had recommended a rate of 2 1/I0d. per departure.
