Which of the following most accurately describes the problem?

THEpart played by transport in increasing productivity was often forgotten, said Air Chief Marshal Sir Ralph Cochrane when he addressed the Sheffield Section of the Institute of Transport.

One would think, he stated, that with the short hauls between ports and factories in this small country there would be nothing to fear from foreign competition, but road transport was handicapped because there were no long straight roads. He recalled when he was driving along an American. motorway at 60 m.p.h. and was overtaken by a lorry and trailer carrying 20 tons.

The railways, said Sir Ralph, were magnificent, but their service left something to be desired. It was unfortunate that they had .always been short of the necessary capital for development.
