Which of the following most accurately describes the problem?

II would be better to spend money on improving roads in centres of industrial production rather than on trunk roads, said Mr. C. E. Jordan. chairman of the road traffic section of Birmingham Chamber of Commerce, at a council meeting on Monday.

Mr. A. B. Waring was surprised by this statement and said that the movement of traffic should be speeded up. A national state of mind had, been created, he said, that accepted slow traffic movement. Mr. Jordan replied that he advised the concentration of improvements in the towns because expenditure was limited.

He thought that there was a case for the financing of tunnels and bridges by private loans. The Association of British Chambers of Commerce, he said, did not favour building toll roads, partly because of the effect on railway revenue and partly because agricultural land would be used.

One member stated that traders would favour toll roads if they reduced the cost of goods transport.
