Which of the following most accurately describes the problem?

For some time past the West Hartlepool Corporation has been faced with the difficulty of continuing its road service between Seaton Carew and Port Clarence, but has at last arrived at, a solution which should solve the problem with which it, has been confronted. Seaton Carew, a rapidly growing and

decidedly attractive coastal town, is, of course, very much patronized during theism-Amer months, and, ,in. order to cope with the volume of traffic the corporation purchased large-capacity buses.

During the winter months, however, as is to be.expected, there is a considerable falling off in the number of travellers on this route; and it has been found uneconomical to run the large buses. At the same time, the authority did not wish to discontinue a service which was used daily by a certain number of regular passengers, and it has, therefore, purchased a Ford omnibus, as a substitute for the larger type of vehicle, which will be used during the winter months. This will enable the corporation to retain the service and to work it. as an economic proposition instead of, as had been feared, at a loss.
