Which of the following most accurately describes the problem?

A PLEA for more lorry parks was made at a meeting oi Lancashire County Council when Councillor Len Proos claimed that police and local authorities were relatively powerless at controlling heavy lorries which ignored lorry parks and blocked residential streets.

Councillor Proos said the problem was particularly acute at weekends. "More lorry parks are needed to solve the difficulties in urban areas where these great juggernauts are parking," he added.

Councillor George Woods, Highways Committee chairman, said that the council would be backing plans to deal with the problem, including the independent inquiry commissioned by the Department of Transport to be undertaken by Sir Arthur Armitage, vicechancellor of Manchester University.
