Which of the following most accurately describes the problem?

ISRAEL has this year celebrated 30 years as a self-governing state. Landlocked on three sides by hostile neighbours and bordered on the other side by th.e Mediterranean, this small country has been an island all its political life.

Today there are signs that it is ready to break out in a big way into the larger world of European commerce. Its trading has, until now, been modest, its balance of payments is poor, its inflation rate a staggering 45 per cent. Expansion of its produce is part, of its salvation.

Israel has not been greatly involved in international road transport. It is now developing in that area but is going to require assistance in operational and educational terms.

It is a situation which once more lends itself to British involvement. We have experience of breaking into international transport as an island race. We have the most successful ferry operators working from our shores; we have met and overcome the bureaucratic, administrative and operational problems which Israel faces. We can make a real contribution to Israel's emergence — to the advantage of both parties.
