Which of the following most accurately describes the problem?

Minutes after reading of a man, who was killed while attending to a vehicle on the hard shoulder of a motorway, I picked up a new booklet that is intended to prevent such tragedies. It was been issued by the National Tyre Service Ltd, who answer well over 100,000 calls a year from drivers with tyre trouble.

Apart from emphasising the tens of thousands of hours during which the company's men are at risk on the road, this statistic suggests that far too many vehicles are running around with sub-standard tyres.

The booklet, Working at the Roadside, has been prepared with the help of the Association of Chief Police Officers and sets out the code of practice on which NTS train their staff. If its recommendations are observed, those working on vehicles on the road should be safe from harm. Copies can be bought at 20p each from NTS at 80-82 Wellington Road North, Stockport, Cheshire, SK4 1HR.
