He told the LA that he used ; vehicle on Cardiff Docks and put the condition of the vehicle down to the poor road conditions. "The roads are very rough with pot-holes 'everywhere," he told the Court.

He also said that he had used several garages for maintenance but had experienced many difficulties with them. He had now agreed service schedule with R. H. Babbage and Son Ltd.

Roger Craddick appearing for Mr Hadfield, said this was the first prohibition recorded against him. "He has been in business for 30 years and this is not a bad record by any means. I ask you to give him an opportunity to try out his new maintenance with R. H. Babbage. Revoking or suspending his licence will have a disastrous effect on him."

The LA said he would not direct his licence to be revoked but he would suspend it for three months, delayed until January 1, 1979.
