THE GOVERNMENT last week turned down the idea of making it an offence to exceed the recommended speed limit on motorways during foggy or inclement weather.
John Horam, Under Secretary for Transport, said that operational flexibility would undoubtedly be lost and he had no evidence to -suggest that there would be greater compliance with mandatory limits.
