Which of the following most accurately describes the problem?

AA CREDITON haulier was told by Mr. S. W. Nelson, Western Licensing Authority, last week, that he had thrown away £250 he had paid for the goodwill of cattle farmers in the Tedburn St. Mary area.

The haulier, Mr. Ernest M. Rolle, was objecting to an application by Mr. C Sparkes, Ted burn St. Mary, for a licence to carry agricultural -produce and goods within a 50-mile radius. Other objectors, including British Road Services and British Railways, withdrew when Mr. Sparkes agreed to reduce his area to 35 miles for livestock and 25 miles for agricultural produce and goods.

In support of Mr. Sparkes, several farmers emphasized the need in Tedburn St. Mary for a village haulier.

Mr. A. Courtier, a Tedburn farmer, said that until recently the village had its own haulier, but when Messrs. W. J. Rich and Son took over the business, the work was conducted from Crediton.

Mr. Rolle said he had recently paid Messrs. Rich and Son £250 for the goodwill of the Tedburn St. Mary farmers and had hoped to carry their goods. If the application were granted he would lose that business to Mr. Sparkes.

" You threw your money away," said Mr. Nelson. "You got no licence from me, so I cannot recognize you as Rich's successor. You cannot order these farmers to use your vehicles . . . you had better ask for your money back."

Granting the modified application, Mr. Nelson said he was satisfied that when Mr. Rich took over the haulage, the lorry was lost to the Tedburn Farmers.
