Which of the following most accurately describes the problem?

In a report to the Truro Corporation , on vehicle lii3ence,s the inspector states that during the past year carriage licences were issued in respect of 24 omnibuses, 13 chars-a-banes, 17 taxicabs and 21 horsed, carriages. These figures show a decrease of three horse vehicles on the previous year and an increase of 20 omnibuses, three cha.rs-.-banca and 3330 two taxis. Licences were issued during the past year to 79 drivers as against 49 for the previous year. The increase in the number of omnibuses and drivers is said to be more apparent than real, as both the old and new Enterprise companies licensed vehicles and drivers during the year, but all were not employed at the same time. The G.W.R. Co. also secured licences for a number of vehicles and drivers, but these were not continuously employed. The licensed vehicles have been maintained on the whole in a satisfactory condition, but in one case the inspector reports that he had to request that a vehicle be withdrawn from service.
